- Utica College graduate John McHugh has been confirmed by the U.S. Senate and will begin his term as President Barack Obama’s Secretary of the Army. In a voice vote on Wednesday, Senators confirmed the Watertown native and Republican Congressman from the 23rd district. McHugh graduated from UC in 1970 with a bachelor’s degree in political science. He served in a variety of local government positions in the Watertown area before winning election to the New York State Senate. In 1992 he was elected to the Congress. His district includes Fort Drum, one of the largest Army bases in the country, and he has long advocated on behalf of military service members and their families.
